100.1 The rule

All orders or directions of the Bench shall be stated in clear and precise terms in the last paragraph of the order.


100.2 What it does

A note on where the duty to give reasons actually comes from. It is tempting to hang it on this rule or on r.103. Neither bears the weight: r.100 requires only that the operative direction be stated precisely in the last paragraph, and r.103 governs pronouncement, writing, signature and seal. The duty to give reasons rests on s.111(1), which binds the Tribunal to the principles of natural justice, and on r.99, which requires reasons even on a summary dismissal. Cite those.
